CAUSE

ORA-07445 is caused by authenticating the SYS user when connecting to DGMGRL with SYS user.

SOLUTION

Connect to DGMGRL using OS authentication or as SYSDG:

dgmgrl> connect /

 

By default, the Broker uses SYSDG in 12c database.
